No Child Left Behind

White House initiative, “No Child Left Behind,” also shows great promise in that ALL children need to be provided supports that will assist in their academic achievement. The federal education report release in the summer of 2002, “A New Era: Revitalizing Special Education for Children and their Families,” major focus is special education and needed reforms.

NOTE: While the section on “Other Health Impaired, 504 students and Transition Services mentions a lack of interagency coordination there is no mention of MCHB, state Title V CSHCN Programs or the HRTW initiative. The discussion of health issues is limited to students with ADD, ADHD and related medication issues during school time. 504 Plans, accommodations and tracking, are stated to need monitoring, but are not. Thus, the health/wellness connection to education is missing. How can students be optimal learners if they are not well enough to be in the classroom, do not have the proper equipment and technical assistance devices that would enable them to be competitive, productive learners? While schools seek 3rd party payers in the form of Medicaid, they are missing an opportunity to connect students and their families with existing systems of health care.

The purpose of the program is to plan and conduct research, demonstration projects, training, and related activities to improve the lives of individuals with disabilities. These projects are quite varied, though all are aimed at fulfilling NIDRR's overarching goals of inclusion, integration, employment, and self-sufficiency for people with disabilities. The HRTW Center is headquartered at the Maine State Title V CSHN Program. Activities are coordinated through the Maine Support Network's Center for Self-Determination, Health and Policy. The Center is funded through a cooperative agreement (U39MC06899-01-00) from the Integrated Services Branch, Division of Services for Children with Special Health Care Needs (DSCSHN) in the Federal Maternal and Child Health Bureau (MCHB), Health Resources and Service Administration (HRSA), Department of Health and Human Services (DHHS).
