In the FY 2001 Department of Labor appropriation, Congress approved an Office of Disability Employment Policy (ODEP) to be headed by an Assistant Secretary. ODEP's mission is to provide leadership to increase employment opportunities for adults and youth with disabilities. ODEP is a federal agency in the Department of Labor. This marked the first time that youth with disabilities were recognized as part of the workforce.

FEDERAL - SOCIAL SECURITY ADMINISTRATION: OFFICE OF EMPLOYMENT SUPPORT (OESP)

The Social Security Administration’s (SSA’s) SSI program experienced tremendous growth of children with disabilities under the age of 18, swelling to around 1 million in 1996. Changes to the law enacted during 1996 have reduced that number somewhat by removing about 100,000 children with less disabling conditions from the SSI roles. All those remaining on SSI, however, and those first qualifying at age 18 or later as adults with disabilities, face a potential lifetime of poverty.

In response, SSA established the Office of Employment Support Programs (OESP) in 1999, to provide a focus within the Social Security Administration on matters affecting the employment of Social Security beneficiaries with disabilities. OESP is pledged to ensure that SSA delivers "world class" service to beneficiaries who want to work. This work site provides web-based information about cash benefit programs, accurate information about employment support programs and where to find services needed to make a successful entry into the workforce. A major activity of OESP is managing the implementation of the Ticket to Work and Work Incentive Improvement Act (P.L. 106-170). www.yourtickettowork.com/
