- Through the Ticket to Work and Work Incentives Improvement Act of 1999, the Social Security Administration (SSA) established a grant program called Benefits Planning, Assistance and Outreach (BPAO). Under this program, community-based organizations, called BPAO Projects, provide all SSA beneficiaries with disabilities access to work incentives planning and assistance services. The Directory lists BPAO contact and service information for every State, the District of Columbia, Puerto Rico, Guam, the Northern Mariana Islands, American Samoa, and the U.S. Virgin Islands.
