This training guide is intended to serve as a framework for anyone interested in helping young people with special health care needs and their parents prepare for the transition to adult health care. Training has been divided into two parts:

Health Insurance - Private

HRTW TOOL: State Statutes - Private Health Insurance Continuation of Coverage for YSHCN, HRTW National Center, 2004.

State by State Listing include web links to statutes for adult disabled dependent children (no age limit) status. In general, a dependent (child or "disabled adult child") is a person for whom the parent/guardian provides more than half (50%) of yearly living expenses, and declares that person as a dependent on his/her federal income tax return, or as specified in a divorce decree.

Youth with Disabilities in Transition: Health Insurance Options and Obstacles, HRTW-ICHP, 2000.

The rules and regulations for public and private health insurance are complex and vary widely among States. This paper highlights some of the public and private health insurance options that young people with disabilities or chronic health conditions and their families can explore, describes several recent Federal initiatives that may increase access to health care for working adults with disabilities, and lists additional informational resources.
